    Expert of programs for employees of  organizations from Albania, North Macedonia, Montenegro, Bosnia and Herzegovina, Serbia, Slovenia, Croatia, Bulgaria, Romania, Moldova, Czech Republic, Slovakia, Hungary, Cyprus, Estonia, Lithuania, Latvia, Belarus, Russia, Ukraine, Georgia, Azerbaijan, Kyrgyzstan, Kazakhstan, Armenia, Turkmenistan, Afghanistan, Zambia, Mozambique, Ghana, Namibia, Congo, Kenya, Tanzania, Jordan, Iraq, Egypt, Iran, Bahrain, Qatar, United Arab Emirates, Malaysia, Indonesia, South Korea , China and from other countries.
     
    In 2005, as an expert, Zbysław Dobrowolski participated in the program entitled "Support and Bridging Activities for the SAI" organised by the Organization for Economic Co-operation and Development (OECD) in Tirana. This program was aimed at improving the management of the supreme audit institutions. In the years 2013-2017, as the only Polish representative of the scientific community, Zbysław Dobrowolski participated in international cooperation programs to solve management problems in public organisations. He participated in projects addressed to representatives of the supreme state control bodies or other public organisations, including South Korea, United Arab Emirates, Kenya, Indonesia, Albania, Montenegro, Bosnia, and Herzegovina, Croatia, Ukraine, Moldova, Georgia, Russia, China.
     
    Zbysław Dobrowolski is the creator of the methodology of detecting irregularities in implementing public tasks as part of the European Union-funded project to improve the functioning of control institutions in Albania (EU project Strengthening of external auditing capacities, AL 13 IB F1 01). He is the author of numerous popular science studies devoted to organisational pathologies and contemporary problems in managing public organisations. He was a member of the Steering Committee for the Audit of the Pension Fund and the European Organization for Nuclear Research Activities.
     
    Cooperation with INTOSAI
     
    In 2002, as the only representative of Polish science, Zbysław Dobrowolski obtained the IDI Training Specialist diploma of the International Organisation of Supreme Audit Institutions. He is the only expert in Poland of the International Organisation of Supreme Audit Institution (INTOSAI) who actively participated in the INTOSAI activities in 2002-2017. In 2002, he was the only Polish INTOSAI IDI expert who participated in the INTOSAI program addressed to employees of supreme audit institutions from E.U. candidate countries. Moreover, in 2002, at the invitation of the U.S. GAO, he participated as an expert in Hungary in the American program of improving the professional qualifications of employees of supreme audit institutions from E.U. candidate countries.
     
    In 2004, at the invitation of the management of INTOSAI DI as an expert, he participated, as the only Polish representative, in the program of improving the professional qualifications of auditors from supreme audit institutions from Eastern Europe and Asia. In the following years, he took part as an INTOSAI expert in an international seminar twice at the invitation of the top management of the Hungarian supreme audit institutions. Firstly, for the employees of supreme audit institutions from Europe, Africa and Asia, presenting the methodology of combating organisational pathologies. Secondly, for employees of the supreme audit institutions, presenting the methodology of counteracting money laundering. He participated in a meeting of the supreme audit institutions from the Visegrad Group and Slovenia, whose task was to improve the methodology of public auditing.
     
    His article, as the only representative of Poland, was published by the United Nations and INTOSAI. Since 2008, as the only representative of the Polish scientific community, he has cooperated with the International Organization of Supreme Audit Institutions, bringing together over 180 countries. Furthermore, using the results of scientific research, he participated in creating world standards and guidelines specifying the method of audit and evaluation of the efficiency of public tasks.
     
    He is the co-author of three global guidelines, INTOSAI standards, in force since December 2016:
    • INTOSAI GUID 5270 Guideline for the Audit of Corruption Prevention
    • ISSAI 130 Code of Ethics
    • INTOSAI GUID 5260 Governance for Public Assets.

    He co-headed an international team of experts developing the guidelines entitled Enhancing Good Governance for Public Assets. In addition, he participated with representatives of public organisations from the USA, Tanzania, Malaysia, Indonesia, China, Germany, the Czech Republic, Namibia, and Austria to develop other standards and guidelines.
